Wet weather running/biking gear? - waterproof running jacket

My husband has to work by bicycle every day, and we live where it rains a lot. Rains not enough Tau Tau. Are you looking to wear a jacket and trousers semi-waterproof/water-resistant. It must be something that breathes or be too hot. Anyone have any suggestions? Trademarks or websites to try? There is also a runner, so he skylights.
